Going question
Is the problem anecdotally true or quantifiably true?
How is the problem shaped, and what other problems, systems, actors, and constraints are connected to it?
Can the project solve the problem in the way originally proposed, or must the proposed solution change?
Research and development do not necessarily end after the initial research phase. The size and composition of this team are flexible. However, it will remain a team that easily reconvenes, should the project require an ongoing evidence and learning function to evaluate outputs, collect feedback, and guide later iterations.
Responsibilities
Reviewing and refining the project’s problem statement, assumptions, hypotheses, and theory of change.
Examining existing research, data, policies, programmes, and interventions relevant to students’ course and university choices.
Designing and reviewing questionnaires, interviews, focus groups, and other research instruments.
Collecting and analysing evidence from secondary-school students, university students, graduates, parents, teachers, institutions, and other relevant groups.
Investigating how factors such as family influence, social expectations, finances, university preferences, admissions systems, school quality, available information, and labour-market perceptions shape students’ choices.
Determining what information students need, when they need it, how they currently obtain it, and what formats they can realistically access and use.
Testing whether the original proposed solution responds adequately to the problem.
Identifying new findings, connected problems, unintended consequences, and alternative approaches.
Producing recommendations that guide the work of the Production & Implementation team and the wider project.
Establishing how the project’s effectiveness should be measured.
